When the device is powered on by flipping the switch, is the only time that the battery will be discharged by this circuit, but only if the battery is not below the the set low voltage(2.9V) and above the set high voltage(4.3V). If it is between those two voltages, then it will draw a current by turning on the MOSFET(IRLZ44Z).
